Understanding the societal implecations of AI: The implications of Cybernetic Systems for a human society

The Institute for the Mind and Technology emphasises that a development of advanced neurotechnologies must be accompanied by a systematic and critical assessment of their broader implications. Our interest in brain-machine interfaces, neural data processing, and augmented cognition extends beyond technical performance; we are equally concerned with how these systems influence the structures of human thought, behavior, and social organization.

Much of today’s technological infrastructure—particularly in the fields of communication and computation—can be traced back to the conceptual framework of cybernetics. First articulated in the mid-20th century, cybernetics offered a way to understand and control systems through the continuous exchange of information.
These ideas were quickly adopted by military and strategic research institutions, where human societies came to be viewed as networks of behavior and communication that could be mapped, monitored, and ultimately shaped. The development of ARPANET, a foundational model for the modern internet, was driven by precisely this logic.

This history is not incidental. It reveals that from its earliest inception, modern digital technology has carried within it a set of assumptions: That human behavior is quantifiable, that deviation can be modeled, and that social systems can be regulated through feedback and control. These assumptions continue to influence the design of present-day technologies, including those concerned with the human brain.

At IMT, we recognize the potential of neurotechnology to positively transform education, communication, healthcare, and cognitive function. The possibility of direct interaction between the brain and digital systems opens pathways to new forms of expression, memory, and learning. The ability to access, interpret, or even modify neural activity introduces unprecedented forms of power—raising the possibility that internal mental processes could be subjected to forms of surveillance, manipulation, or control.

The assessment of these risks is not a peripheral concern; it is central to the legitimacy of our work. IMT is committed to developing neurotechnologies that enhance, rather than compromise, human integrity. We advocate for robust safeguards around the use and ownership of neural data. Consent must be meaningful, not procedural. Interfaces must remain tools for extending human capabilities—not instruments for behavioral conditioning or passive dependence.

We believe that the capacity to think, to choose, and to remember are not merely functions of the brain—they are foundations of human identity. As such, they must be protected with the same seriousness that society applies to political or legal rights. Our responsibility is not only to invent but to foresee—to ensure that the systems we build contribute to a future in which intelligence is not only more powerful, but more free.
